An administrator area is not the same as the user side where a user may attempt to register without a username. You are very unlikely going to want to publish a news item without a title, for instance.

I was just asking since I noticed there was a 'super admin' and 'admin.' Figuring the admin could act as staff members, and staff members are like slightly more intelligent users, still forgetting forms.
