This is one of the main problems with your contest submission. A contest must have a winner, unless deamed otherwise by site staff, and that winner must be paid in full for their work.

Quoted from the contest rules:

"If there is a lack of participants for your contest then you have the right to withdraw, this is based on our discretion and we hold judgement on what constitutes a succesful contest.

As a contest holder you agree to choose a winner of the contest regardless of whether the end product meets your requirements or not. It is unfair to the designers/programmers if you do not choose a winner and pay them for their hard work."

You can't simply decide to only pay someone $5 when you told them you were going to give them $20. It just dosn't work that way in the real world.
