When I am doing a page to begin with I entirely agree but after the basic layout is done I like WYSIWYG tools for the tweaking of the css especially if its real time. It lends itself much more to the design process. with the right tool all the switching back and forth is eliminated.
Eg - padding & margins - you know best when the padding is right on a design when you see it not coding it.
