A key to building a successful forum is being unique. "What makes your forum special over the others?" you should ask yourself. Another thing is to build a "Community"! You may be thinking "Yea that's what I'm doing..." but is it? What I mean is... you and your members must feel a sense of "community", "friendship" and "trust". Forums that are built to get as many people as they can joined are destined to fail.

This is how my forum became successful, because the members want to come to the forum to talk to other members because they can enjoy themselves there.

Last but not least, I do not recommend faking an active forum. A good forum is built by everyone, not fake users. If guests come to your forum but don't register either they are not interested in the subject or your forum isn't interesting enough to make them join. This is a good indication that you should work on it more.
