Few methods that I use:
1. Leave comments on blogs/site in some high PR site.
2. Tell your friends about your web site and specific posts by email or simply put tell a friend script on your web site and let it spread the word of mouth.
3. Put your site URL in your forum signatures.
4. Submit your site into High PR Directory Submission
5. Submit your Article to Social Bookmarking site.
