It's a ridiculous way to build a web site. The only people who would use it are absolute beginners who know nothing and want one web site in a hurry.

But wait until they say "can you help me do this thing I've seen somewhere else" - adding anything extra will be a nightmare with all those absolutely positioned divs and such useful names for the css styles too -homepage-b-01, homepage-b-02, homepage-b-02_, homepage-b-03...
The same code is repeated many times with a different absolute position. Everything gets repeated time after time. You don't learn from this sort of program. Someone recently posted a tutorial on how to convert a drawing into an html page with css manually, which showed the correct way to work.

It's noticeable that those who say it's great all admit to being new to web design.
