As far as I know FF doesn’t support it. As I use FF I can’t really comment because it’s quite possible that some of the sites I visit DO have coloured scroll bars and I just can’t see them.

I know vbulletin 2.0 used to use colour scroll bars as default, 3.0 got rid of them though. I’m sure that made up quite a large percentage of websites following the trend.
