the pen tool lays out the outlining points of a vector path. you'd outline the shape in white, then you'd draw new paths on top of it to show the details / cut out transparencies. it's a little tedious, but it's the most accurate way.

You're absolutely right about it being tedious, but it's the best and most accurate way of doing it. Plus, I like having control of how things are created.
