Must the banners be submitted first? Or are you just choosing a designer and then having them do it.

I generally do not like contests where the work must be done and then the banner is chosen because it always ends up being a waste of time for atleast one party involved. You will find you get much higher quality work when the designer knows they will be paid and doesnt worry about wasting their time.
