A large number of forums can sometimes be a bit confusing for new members. Just a venue for general discussions for a while and when there is a growing common interest you may want to create a subforum or something.

The only way to keep the discussion alive is to keep it as open as possible and keeping it civil.

I think it is but natural that there is not much discussion going on for a while. Just allow members to get to know each other. Encourage discussions that build relationships.
