It seems that there is a gap between PR4-5 and PR6-7. I would say that only .01% of websites make it above the 5 cutoff. It seems like your content has to be massive and changing as well as continual link building.

I had one site jump to a PR5 with little promotion. I am not sure what I did right, but since it has backed down to PR4. Its not just the number of links, but the quality as well. I know Google has quality checks and also tracks the momentum of links. I have heard that going from 0 to 500 backlinks and then no more from then can be a bad thing. This could just be hearsay however.
