Any reason for making it elastic? Ofcourse there would be some issues when you are basing your wrapper relative to it's parent and still want it to be fixes to a specific size...

To set a minimum width just do as you have done, min-width: 800px; on your wrapper. But i assume you know that it's completly(almost ) useless in IE right?
