If you know mootools (which is a javascript framework) then you should know javascript. The web consists of three layers, document, presentation and behaviour. Javascript is the third layer which helps to act on the user behaviour. Javascript can help you achieve great effects that can really improve your design and usability.

One of the downside of javascript is that when badly coded, it can cause browser to take huge CPU resources which causes the browser to stuck. The second is that you'll have to code more to ensure that your websites work even when javascript is disabled.

Javascript learning curve is not steep unless you're either a slower learner or you don't have time to practice it.
