Using PhpadsNew you can set certain banners to be able to show more than others. I currently have all of my banners to rotate on a equal amount. Meaning, I already had 15 ads. I add 5 free 1000 view spots, your site will rotate evenly with the other 19 ads taken until your free credits are used up.

Also, I will be fine adding a smaller banner, as long as it does not max out 300px x 250px
