I've used Edit2plus when I've been in need of a quick editor for c++ but never really for xhtml-css
I've tried PHP Designer 2007 but still prefer notepad & dreamweaver

I think notepad is good for the basics. But on full sites you can't knock dreamweaver, Sitepoint have a greatbook on how to use Dreamweaver 8 to make quick valid/accessible & usable xtml-css code on the fly with Dreamweaver. I think its an ebook for around $20-30. Its worth a buy.

Notepad - you can enver go wrong
Dreamweaver - for the more advanced sites + its helpful to have the inbuilt browser checker and validator so you don't have to keep going to w3.

Some people think that dreamweaver is just a bag of crap for doing sites, and that notepad is for the "pros" but basically dreamweaver makes things easier once you know how to work it and you understand the language your using it for. Also their are some great plugins for it if you have a gander.
