At least they don't use the same tools I do. Photoshop, Flash, Director, After Effects is a few thousands dollars and adds up pretty fast.

Most people I have seen that charge $15/Hour use primarily Photoshop which they can get a good deal with student prices. I have never seen anyone who uses PS, Flash, AE, etc charge $15/Hour, and if so it would be a stupid decision on their part.

Honestly though, I see no way that arguing about how much other people charge for freelance design will put you any further ahead than the next person.
